The Lawmakers Who Are Plotting Third Term

THISDAY reported that the sub-committee of the National Assembly Committee on the Review of the 1999 Constitution has proposed a three-term tenure of office of four years each for the President and state governors. Below are the faces and bio-data of the 13 lawmakers drawn from the six geo political zones and one representing the women folk, who are members of the committee who made the controversial recommendation. They are the legislators whose actions or inactions may ruin the democratic process in the country.
 
North East
 
Senator Omar Abubakar Hambagda (chairman)

Born on July 1949, Hambagda was elected into the Senate in 2003 on the platform of the All Nigeria People's Party (ANPP) to represent Borno South senatorial district. A one time Commissioner for Health as well as Commissioner for Education in Borno State, Hambagda obtained a Master of Art degree from the University of Lancaster with specialisation in Research and Teaching. He is a Fellow of the Institute of Management Consultants as well as the Institute of Marketing. His legislative interest is on commerce and industry.
 
Hon. Bala Ngilari
 
Elected into the Federal House of Representatives in Michika/Madagali/South/Maiha federal constituency of Adamawa State on the platform of the People's Democratic (PDP) in 2003, Ngilari obtained LLB. (Hons.) B.L degree in Law from Ahmadu Bello University, Zaria. Between 1994 and 1995, seved as a member of the Constitutional Conference. He was also a member of the Human Rights Violation Investigation Committee (Oputa Panel) in the year 2000. He was born in December 1953. He is married with five children.
 
South - South

Senator Patrick Osakwe
 
Osakwe was born on August 1948. He represents Delta North senatorial district of Delta State at the Senate. He served in the same capacity during the first term. He obtained Bachelor of Science (B Sc.), Masters of Science (MSc.) as well as LLB, BL all from the University of Benin. He is a practising lawyer. He was the best graduating student of Political Science department in 1986. He also won Tony Enahoro Prize same year. He said his legislative interest is to change obsolete laws. He is a member of the People's Democratic Party (PDP).
 
Hon. Nsini Umossoh
 
Umossoh has served as Attorney General and Commissioner for Justice in Akwa Ibom State before his election into the House of Representative in 2003. He was born in January 1954 and obtained a degree in Law from the University of Jos. He had also served in the National Executive Council (NEC) of PDP. He is married with four children. At present, he represents Ikot Ekpene federal constituency in the House.
 
North - West
 
Senator Usman Umar

Umar represents Kano South senatorial district on the platform of All Nigeria People's Party (ANPP). Born in June 1949, he is married with seven children. Having obtained a degree in Political Science from the University of Maryland College Park in the United States, he served as the chairman of Kano State College of Education. A Member of National Institute (MNI), Umar says his legislative interest includes social services, freedom of speech and association religion and security.
 
Hon. Abdul Rauf Tukur

He was first elected into the federal House of Representatives in 1999 to represent Soba Federal Constituency in Kaduna State, before securing a re-election in 2003. He obtained a Master of Art degree in Language from Bayero University, Kano. He was born in April 1961 and married with 4 children.
 
North Central
 
Senator David Mark

Mark has been representing Benue South senatorial district since 1999. A one time military governor of Niger State, member of the Armed Forces Ruling Council (AFRC) and Minister of Communication, Mark obtained a degree in Telecommunication from Military Engineering and Military College of Telecommunication, Engineering Molow and Poona. He was born in 1948 and married. He serves on the platform of PDP.
 
Hon. Ado Sidi Ali

A member of the All Nigeria People's Party (ANPP), Alli was born in May 1951. He obtained a degree in Public Administration from Ahmadu Bello University, Zaria. He had served as the chairman of Abaji local council before his election into the lower House in 2003, where he currently represents Abuja South federal constituency. He is married.
 
South East
 
Senator Ifeanyi Ararume
 
He was born in December 1958. Ararume was re-elected by the Imo South senatorial district into the Upper House in 2003, having served in the same position since in the first tenure. He was educated at the University of Benin where he obtained a Bachelor of Science (B. Sc.) and Masters of Science (M. sc.) from the same university. He was appointed as chairman, National Republican Convention (NRC) presidential primaries for Kwara and Delta states in 1992. He holds a number of awards and honours which include FNISM,FICA (HON) FICA WFLHQ. He is married. He serves on the platform of PDP.
 
Hon. Mao Ohuanbunwa
 
Ohuanbunwa represents Arochukwu/Ohafia federal constituency of Abia State at the lower House. He holds Bachelor of Technology and post graduate diploma in Public Administration from the University of Science and Technology, Port Harcourt and Enugu State University respectively. He served in the same capacity in the first term. He was born in May 1957 and married with 4 children.
 
South-West
 
Senator Oladapo Ehinlawo
 
Born in August, 1938, Ehinlawo has served as local government councillor in the past. He obtained LLB, BL in University of Benin, Masters in Public Administration from the University of Ibadan and the Nigerian Law School. He represents Ondo South senatorial district at the Senate on the platform of PDP.
 
Hon. Akinlade Abiodun

He obtained a Master in Business Administration (MBA) from the Universirty of Ado Ekiti. He was elected on the platform of the People's Democratic Party (PDP). Born in March 1967, he is married with four children.
 
Women
 
Hon. Iquo Minimah
 
Minimah was born in September 1965. She holds a Bachelor of Law degree from the University of Cross River State (now UNIUYO). She was re-elected into the House of Representatives in 2003, the capacity in which she has served since 1999. She was deputy chairman of police affairs committee between 1999 and 2003. Married with three children, Minimah represents Ikono/Ini federal constituency at the House on the platform PDP.
